3 Role Changes of NGOs

NGOs are divided into international and local ones. According to the definition of the UN, international NGOs refer to organizations that have not been established under the intergovernmental agreement. Local NGOs are self-organized civil organizations with the goal of promoting public interests such as sustainable development. Due to the charitable, non-governmental, and non-profit characteristics of NGOs, some international NGOs with an international influence were granted a position of “observers” by the UN at an early stage. International NGOs use “conceptual cognitive power” such as information, persuasion and moral pressure to promote the reform of international institutions and governments. Under the demonstration of international NGOs, more and more local NGOs bloom. The talents cultivated by international NGOs have become the founders or backbones of local NGOs, and the right to speak of NGOs as an independent actor has been strengthened in the global governance.

In the Copenhagen Negotiation, local NGOs have a large gap in both professionalism and flexibility with international NGOs, with lower scores in the analysis of interested parties. With the deepening of international climate change negotiations, the role of local NGOs has gradually been recognized by the government and the media from 2009 to 2015. The interaction and cooperation between the Chinese government and NGOs in the field of climate change has become more frequent and regular.
